I did not consider that there was any necessity
for disciplinary action on the lines of the 1931 enquiry,
particularly as by refusing to recommend his promotion to
Class I I considered that I was inflicting as severe a penalty
as could be expected from such a process.

In anticipation of your approval I have promoted
Mr. H.R. Butters to the first, instead of the second, of
the two vacancies in Class I mentioned in my confidential
despatch of 28th December, 1938; and I should be glad if
the filling of the second of those vacancies could be held
in suspense for the time being.
6.
Mr. Wynne-Jones is an able officer of a somewhat
volatile temperament and I have hopes that the action now
taken may have the effect of making him take a more serious
view of his responsibilities; and if this hope is fulfilled
I might feel justified, after a suitable period, in
recommending him for promotion.
